The primary driver for this is smooth credential creation at sign-in when conditional create is not possible. In this case the use might have already some passkey providers bootstrapped and could select one of those (but shouldn't be *pushed* to bootstrap another one). Note that happens today. Or: the user might not have bootstrapped any provider yet.
