I do not think that this technique is a valid what to create a skip link. The heading, How to use our site, gets focus first because it has a tabindex of 1. Then the bypass navigation bar link gets focus. This is kind of defeating the purpose, you are skipping the navigation but now have to press an extra key to reach it????
