DRAFT Process Interest Group Charter

The mission of the Process Interest Group is to support the evolution of the W3C Process to serve the needs of the W3C community.

Motivation and Background

The Process Interest Group is chartered to replace the W3C Process Community Group, which was created to be an open task force of the Advisory Board, in order to better formalize its role.

Scope

The Process Interest Group works under the direction of the W3C Advisory Board to propose and develop changes and improvements to the W3C Process.

Out of Scope

The Process Interest Group is not responsible for the Guidebook, although it may be consulted on its contents.

Deliverables

The Process Interest Group has one deliverable: the next revision of the W3C Process. The Process is typically updated every 1-2 years to accommodate fixes and suggestions for improvement.

Success Criteria

The Process Interest Group is successful if the Process adequately supports effective standardization at W3C while ensuring adherence to the W3C Vision.

Coordination

The Process Interest Group works under the direction of the W3C Advisory Board and in close coordination with members of the Team responsible for documenting and implementing the Process.

The Process Interest Group will additionally engage the Advisory Committee, the Working Group and Interest Group Chairs, the Team, and other affected parties in considering and communicating changes to the Process.

Decision Policy

The Process Interest Group works under the direction of the W3C Advisory Board (AB) and is bound by its decisions. Questions of high-level direction, and all controversial issues, are escalated to the AB for definitive resolution.

Otherwise, this group will seek to make decisions through consensus and due process, per the W3C Process Document (section 5.2.1, Consensus). Typically, an editor or other participant makes an initial proposal, which is then refined in discussion with members of the group and other reviewers.

This group does not take decisions by vote. If consensus cannot be found, the group will seek a resolution by the AB.

All decisions made by the group, or adopted from the AB, should be considered resolved unless and until new information becomes available or unless reopened at the discretion of the Chairs.

Participation

Any participant in any other W3C Group governed by the W3C Process (including Invited Experts), and any member of the Team, is eligible to participate.

To be successful, this Interest Group is expected to have 4 or more active participants for its duration, and to include representatives from the Advisory Board and the Team. The Chairs and Editors are expected to contribute at least half of a working day per month towards the Interest Group. There is no minimum requirement for other Participants.

The group encourages questions, comments and issues on its public mailing lists and document repositories, as described in Communication.

Participants in the group are required (by the W3C Process) to follow the W3C Code of Conduct.

Communication

Discussions for this Interest Group are conducted in public: the meeting minutes from teleconference and face-to-face meetings will be archived for public review, and technical discussions and issue tracking will be conducted in a manner that can be both read and written to by the general public. Drafts of the Process will be developed in a public repository, which may permit direct public contribution requests. The meetings themselves are not open to public participation, except for observers permitted by a Chair.

This group primarily conducts its technical work in GitHub issues. The W3C community is invited to review, discuss and contribute to this work. Announcements, agendas, and minutes will be sent to the public mailing list public-w3process@w3.org (archive).

This group does not have a Member-confidentail mailing list, but significant milestones will be shared and may be discussed in the Member-confidential mailing lists w3c-ac-forum@w3.org (archive) and/or chairs@w3.org (archive) as well as the public mailing list spec-prod@w3.org (archive) as appropriate.

Patent Disclosures

The Interest Group provides an opportunity to share perspectives on the topic addressed by this charter. W3C reminds Interest Group participants of their obligation to comply with patent disclosure obligations as set out in Section 6 of the W3C Patent Policy. While the Interest Group does not produce Recommendation-track documents, when Interest Group participants review Recommendation-track specifications from Working Groups, the patent disclosure obligations do apply. Licensing

This Interest Group will use the W3C Software and Document license for all its deliverables.

About this Charter

This charter has been created according to section 3.4 of the Process Document. In the event of a conflict between this document or the provisions of any charter and the W3C Process, the W3C Process shall take precedence.
