I would suggest we also directly ask the Advisory Committee as a quick way to reach organisational contacts related to the number-one set of stakeholders.

We have not done any systematic investigation.
Jeff, while I understand the problematic nature of surveys, can we go through the process of creating them as suggested as a possibility in your previous mail?  While a survey won’t be definitive by any means, having some numbers on who is blocked from GitHub (as opposed to we seem to have a range that is likely > 0) would be helpful in making decisions.
