Definitely should not be a discussion list.  The notice should say where to reply and it should be set to reply to that.

I think someone suggested only the team should be able to post to the list.   I think it should be the team and Chairs.  So a WG, through their Chair, can easily ask for feedback on a particular question without having to ask anyone.  But, the team can automatically do calls for review for the stages that are reviews.

That was a twisted way of saying the team does anything where the team is involved like transition requests, FPWD/LC/CR/PR/REC publications, Charter AC Review, Charter Extensions, etc..   Chairs would do WG requests for reviews outside the usual required reviews.  e.g. asking about some feature in the Editor's draft to see if it should move to a TR.  Those are things W3C Staff isn't involved in.
