+1 on the proposal -- we should definitely do this.

Some comments on the comments from various replies.

Definitely should not be a discussion list.  The notice should say where to reply and it should be set to reply to that.

I think someone suggested only the team should be able to post to the list.   I think it should be the team and Chairs.  So a WG, through their Chair, can easily ask for feedback on a particular question without having to ask anyone.  But, the team can automatically do calls for review for the stages that are reviews.
