@longsonr if with option (b) you mean

we disallow fragments like:
`SVGViewSpec&spacesegment` , `BareName&spacesegment`

but allow fragments like:
`timesegment&spacesegment&spacesegment&timesegment` 

I think this would be acceptable as the [media fragments spec ](https://www.w3.org/TR/media-frags/)
