Discussion of whether or not producers should be required to use documentURI in the document/locator

Kumar- do we want to require support of non-embedded documents?

Sandy- What does 'not support mean'? Ignore? Raise error?

Sandy and Kumar: A reference may appear in a sml-if document, but the consumer does not have to do anything with it.

Kumar: Consumer must recognize that it is a reference.

Sandy: Consumer should inform the user that a reference was recognized, but not raise an error.

<Kumar> MUST recognize that a document has been included in the SML-IF by reference by looking at document/locator element

<Kumar> MAY fetch a referred-to document for further processing

<Kumar> MAY report a message if it does not fetch a referred-to document

Current state: Text is to stand with may in the phrase "one way such references may be constructed" in caps and add sentence stating the fetching or dereferencing is not required.

Add sentence suggesting reporting on not locating document.

Pratul: Remove the 2nd sentence from 3.4.3

<pratul> Here's the new text

<pratul> SML [SML 1.1] defines two reference schemes, the sml:uri scheme and the EPR scheme. The definition of the sml:uri scheme specifies that it is an SML-IF inter-document, but the definition of EPR scheme specifies that it is not an SML-IF inter-document reference. SML also permits new schemes to be created without limit. The definition of each new scheme MUST be explicit about whether the scheme is an SML-IF inter-document reference.

<Marv> 5121: Remove 3.4.3 from SML-IF spec and move bullet point 3 to the SML spec ,

<Marv> The SML spec will then specify that new scheme authors must indicate whether or not the new scheme is an SML-IF inter doc ref.
