[[
[Org] is lodging a formal objection to the current proposed AGWG
charter, with the following suggestions that would satisfy our objections.

1. The Conformance guidance should be extracted to a separate
deliverable, to allow it to be pursued separately from the individual
requirements, and with a proposed CR date placing it ahead of the rest
of the WCAG requirements, to ensure it is agreed upon and provides a
framework to view the requirements. The following text is suggested for
addition to the charter:

The Working Group will deliver the following W3C normative specifications:
W3C Accessibility Guidelines (WCAG) 3.0 Conformance Model
This specification defines how an author may claim their content
conforms to the WCAG requirements. It will define at least a set of
levels of accessibility conformance and the units of content that can be
claimed to conform. It is defined as a separate deliverable in order to
record WG consensus on the model against which individual requirements
must be written.
Draft state: [Working Draft](https://www.w3.org/TR/wcag-3.0/#conformance)
Expected Candidate Recommendation completion: Q1 2027
Exclusion Draft: W3C Accessibility Guidelines (WCAG) 3.0 W3C First
Public Working Draft. Exclusion period began on 2021-01-21 and ended on
2021-06-20
Exclusion Draft Charter: Produced under Working Group Charter:

2. Tightening of the scope of the WCAG 3 document. The following text is
suggested, with meaningful changes highlighted between _:

The primary focus of this charter will be to publish a Candidate
Recommendation Snapshot for the W3C Accessibility Guidelines (WCAG) 3.0.
This publication will include:
* _A structure for defining accessibility guidelines_ that is
forward-compatible with a wide set of web and non-web digital content
and with a variety of options for regulators,
* A conformance model,
* A set of _achievable, verifiable, and defensible_ guidelines and
requirements that covers _only the scope of WCAG 2.2_ with limited
additional provisions that were already in the Working Draft as of April
2026. Any proposed expansion beyond the scope of WCAG 2.2 will be
delayed to WCAG 3.1,
* Informative user needs for each guideline,
* …
