Dear Michael, thanks for your interest in providing feedback for those documents. To reassure you, we are not currently in a position to publish those documents as REC, since we need at least one concrete syntax to reach that maturity level as well (we were expecting to publish N-Triples at the same times as Concepts and Semantics, but we still have to process some remarks from the TAG).
