Media Overlays TF

Hello everyone,

A new task force has been set up to work on Media Overlays:
https://www.w3.org/groups/tf/pm-mo/

We'll tackle all open issues currently tagged at
https://github.com/w3c/epub-specs/issues?q=is%3Aissue%20state%3Aopen%20label%3ATopic-MediaOverlays

This new task force will use a text and async-first approach rather than
calls:

   - Discord channel to discuss between members of the TF
   - GitHub to open issues and push proposals to the WG

This TF will be a bit more reading system centric than usual, since we'd
like to focus on the processing model for RS as one of our top priorities.

If you'd like to join this TF, please contact me directly and cc Ivan as
well.

Thanks,
Hadrien
