Re: [patwg] Note on users' need - an attempt to provide an answer for #96 (#98)

Addl feedback from the group:

- We do not need to make this an argument for advertisement on the internet to argue we are aligned with the Priority of Constituencies +1
- Our target audience is the W3C, reviewers and AC members
  - But we should state upfront that this is an assumption of the group
- We can list how we serve the current different constituencies plainly in the doc.
  - We should map to the current w3c set of constituencies
- Should we have a doc for w3c constituencies and a *separate* one for wider constituencies? (Or docs from each constituency)
- The way ad tech works right now already introduces conversion capture dynamics which this does not solve or change but simply maintains. We are giving people a ruler and you don't blame the ruler for measuring the wrong thing.
- misapprehensions about the way that this might be used is one of the things that needs to be corrected. There are structural problems that exist that are systematic in nature outside of the spec.
- We cannot measure things outside of browsers.
- Let's razor down to the core
- Let's state some of our assumptions very clearly
- Let's get simpler in the delivery - we want to be as strongly, clearly and straightforward as possible
- The argument for benefit is on second order effects and if you don't buy that maybe that's where the discussion would end and we should make that clear. If you don't think advertising has good it will be difficult to continue.
- Is PAT about acknowledging that advertising has a role in the web?
- Good to note that as a group we think advertising is important.
- Listing the benefits to users and what they are without making the case that this is what the pluses and minuses are.
- Investment in the web is good.
  - Investment in the web is good for users. Part of the investment in the web is from advertisers. People tend to invest where they can measure best. We are aiming to make ad measurement work on the web in a way that aids investment while keeping user behavior private.
- Pithy and short - 2 paragraphs and 5 bullet points. Let's get straighter at the point
- Our goal should be to have an answer to what is the constituencies and how we align with them.
- End User Benefit in the document does partly address the question.
  - Linking to this is important.
  - This is our best attempt at harnessing the second order effects for good
  - Digest version would be useful.
