Re: [patwg] Note on users' need - an attempt to provide an answer for #96 (#98)

I think adding some structure here would help us communicate our top level thoughts. This dives in very quickly and deeply to a specific version of this conversation. It begins by agreeing with an imagined (or not) interlocutor, i.e. starts by "agreeing that the web should be utopian", spends a lot of time going into economics, and then gets to evidence, theoretical counter arguments, etc. It seems like there is a specific previous conversation this is responding to. Obviously there is, but I'm not sure that's the right way to build.

If this is going to be a substantial document I'd suggest starting with an introduction/overview/summary, which succinctly says the top level things that I think we intend to: 1) we believe it does align with the established priorities (i.e. just state that) 2) we believe it does so by giving the user indirect benefit combined with choices and that 3) the fact that the benefit to the user is indirect, and that other constituencies benefit as well, possibly more directly, doesn't a) inherently invert the priorities nor b) mean that that the other constituencies benefit more in total (i.e. even if the users benefit is indirect and small per user across all the users it is large).
