How does Attribution and the work of this group fit with the W3C's priority of constituencies. Are ads conceptually in opposition to the web? I don't think so and we need to answer this question. This attempts to provide that answer. The intent is for this to spark discussion to address #96 

This is not an official note or even broadly what this group has agreed to at this time, but it is an attempt to formalize some thoughts and hopefully will spark discussion that will lead us to what we want to say as a group.
