New Encrypted Media Extensions and Picture in Picture spec editors

Hi Media WG,

I'm pleased to announce that Simon Farre (Mozilla) has joined Media WG as editor of the Picture In Picture spec, joining François Beaufort. Welcome Simon!

In addition, Xiaohan Wang (Google) is now editor of the Encrypted Media Extensions spec (and related registries), joining Greg Freedman, and replacing Joey Parrish. Thank you Joey for all your contributions.
