In accordance with both the W3C process's requirement to record the group's decision to request advancement [1], and with the steps identified in the "Plan 2014" CfC [2], this is a Call for Consensus

Yandex believes there are problems with this specification, but expects them to be resolved in future HTML Recommendations. We also believe it is important to produce Recommendations, and this is certainly an improvement over the existing Recommendations available for HTML in terms of being up to date and providing specification of modern features.

We therefore support publication as a Recommendation, with the understanding that W3C will continue to publish Recommendations for HTML - hopefully something more like every year ot twothan every decade or so.
