Transition DID Resolution Test Suite to W3C

Hi folks,

Just a heads up that we will be transitioning the DID Resolution Test Suite
to the W3C, as part of getting the DID Resolution specification ready to go
into CR.

Let us know if you have any concerns,
This is an important step towards standardization of DID Resolution.
