Dear colleagues, I am sharing the attached WEB4-σ × Post-Quantum Cryptography / post-kvantna kriptografija L0+ Market Adoption & Integrity Package v1.1 for review, routing and possible technical, institutional, standards or pilot-readiness discussion. The package addresses a narrow but important Web 4.0 trust issue: Web 4.0 can be prototyped without Post-Quantum Cryptography / post-kvantna kriptografija, but it cannot mature into a durable trust infrastructure without crypto-agility, quantum-resistant identity, signatures, encryption, long-retention evidence protection, dependency mapping and owner-based closure. The attached material does not claim certification, regulatory approval or legal compliance. It is a controlled L0 baseline intended to support discussion around: - Web4 × PQC readiness; - crypto-agility and cryptographic dependency mapping; - long-retention evidence and archive integrity; - AI/cyber/identity/trust-service governance; - owner/action/closure mapping; - SHA-256 integrity verification; - institutional, standards or project-level pilot readiness. The package contains five attached files: 1. WEB4-σ × PQC L0+ Market Adoption & Integrity Package v1.1 — PDF 2. SHA-256 Integrity Manifest — PDF 3. SHA-256 Integrity Manifest — TXT 4. Machine-readable Manifest — JSON 5. Source DOCX The SHA-256 manifest is provided as a separate integrity document because embedding the final hash of the same PDF inside the PDF would change the file itself. The manifest therefore serves as the external verification record for the final package. The purpose of this package is not to replace regulators, auditors, certification bodies, vendors, legal advisors or security advisors. Its purpose is to provide an independent L0 evidence and owner-mapping layer that connects existing AI, cyber, data protection, identity, cryptographic and digital-governance frameworks into a practical Web4 × PQC trust architecture. The reason for sharing this now is that Post-Quantum Cryptography is moving from a purely technical research/standardisation topic into a practical resilience, procurement, identity, trust-service, audit and long-retention evidence issue. If this is not within your direct remit, I would be grateful if you could route it to the relevant cybersecurity, digital identity, post-quantum cryptography, AI governance, standards, innovation or institutional resilience function. A possible first step could be a limited review call, written feedback, routing to a relevant technical owner, or a small L0 pilot around PQC dependency mapping, evidence integrity or owner/action/closure readiness.
