Dear colleagues,

I am sharing the attached controlled L0/L0+ package for the next review and
routing round.

The package presents WEB4-σ × Post-Quantum Cryptography / post-kvantna
kriptografija (PQC) as a human-controlled evidence, owner-mapping and
crypto-agility readiness layer for Web 4.0 trust infrastructure.

The purpose is practical and operational: to connect signal, claim,
evidence, responsible owner, action, closure and archive, while treating
PQC as a long-term trust dependency for identity, signatures, encryption,
evidence retention, cloud/API trust, vendor dependencies, institutional
archives and resilience.

For this round, I would especially welcome a bounded review of:

- PQC dependency and crypto-agility exposure;
- evidence and owner-mapping gaps;
- vendor / supplier readiness evidence;
- SHA-256 integrity handling;
- possible pilot, procurement-readiness or institutional routing path.

The package is shared for controlled review, technical/institutional
discussion, validation routing, partnership assessment, procurement scoping
or pilot-readiness assessment.

It does not claim certification, regulatory approval, legal advice, audit
opinion or transfer of the underlying owner-bound implementation core.

The SHA-256 manifest is included only as an integrity and
version-consistency artifact for the attached package.
