WCAG 3 review for 2.6 Animation

I've given a pass at the 2.6 Animation with our new technique.

The Review tracker for Animation contains the needs, notes and proposed
github issues - those issue links to back to the COGA Review doc in a
subtab of 6 - Animation and Movement.
Review and comment as you like- ideally fairly quickly as we'd like to get
these issues in when we can and move along to the next items!
