coga: Action required. publishing under one working group only

Hi Folks

I want to resolve this  on mondays call, but if you feel strongly that it
needs also to have a cfc on the list please let me know before Monday.

We have run into a problem with publishing our issue papers

 Our parent groups (AG and APA) use different publishing license.
One covers software and documents, while the other covers documents only.
 As specified in their respective charters [1][2], W3C does not allow
joint publication across working groups with different licenses. The
webmaster has suggested that one possible solution would be to remove one
working group
from the publication in order to proceed.

At this point, the fastest path forward appears to be publishing the Issue
papers documents under a single working group.

All the chairs are happy to leave the decision up to us, but we can not
publish without resolving this.

My proposal: From what I can see APA seems to include software as well as
documents. This may be appropriate or safer for where solutions are
suggested. It also seems to cover anything in the AG licence, so hopefully
there is no objection. So I suggest the APA  licence.
However it means we are not publishing under AG.
