draft for changing the plan for the next version of making content useable

Hi folks


I was asked to make a document to help us explore changes to the plan for
making content usable to see if there is a better way to move forward.

It includes:

   -

   Identifying possible changes to our plan and the work involved so that
   we move quicker (after the wcag 3 review is finished).
   -

   Identify what we need to experiment with / explore with each plan so we
   understand the feasibility, risks and advantages.
   -

   Then we can compare plans and see if we want to change the path forward.
