Re: WCAG 3 issues based on 2.6 Animation and Movement - please read and vote before April 16

Hi, Eric, many thanks for your work on this so far—so glad we are close to
finalizing GitHub issues for this section!

I'm sharing two additional issues that apply to the Animation and Movement
section. Both issues involve the "No Flashing" and "No Flashing (No
exceptions)" provisions. I raised the following as an individual COGA
member in the AG's March survey:

   - The short name "No flashing" is misleading
      - It's misleading because content can pass if it has one, two, or
      three flashes per second.
      - Consider rewording the short name to reflect the provision outcome
      more accurately, such as "Flash frequency limited" or "Flash
threshold not
      exceeded."
   - Should flashing content pass if it respects users' "reduce-motion"
   preferences?
      - I am concerned the drafts for the "No flashing" provisions include
      a note and method that allows content to pass if it exceeds the
      3-flashes-per-second threshold but respects a user's preferences.
      - Given the risk of causing seizures/physical harm, do we need a
      higher bar than simply respecting a user's preferences? What if a user is
      looking at someone else's device?
