Proposed entry sheet for COGA tasks

Hi all - I've made a copy of the COGA Action items doc and shifted a few
items from the first couple of tables to a sheet for (hopefully) easy
editing and updating.

Each tab represents a table from the doc and pulls pick lists from a
variable reference tab so we can more easily update or modify people or
states.

Everyone has comment rights, have a look when you can and let me know what
you think.  If this works, in some way, shape or form, I'll make the
original google doc  more of an overall status document that pulls summary
information from this working sheet.

If folks feel that it's just adding another step or two and is not useful,
that's totally OK too.
