COGA: Summary and minutes for November 24th task force meeting

Hi, folks, thanks for a great discussion today. Below is a summary plus a
link to the minutes—thank you, Len, for scribing!

*Len's TPAC highlights*
Len attended TPAC in person and shared some COGA-related highlights.

   - *HTML <amount> element: *Len attended a breakout session where the
HTML Group proposed creating an <amount> tag. The group also discussed
other possible tags to help browsers present numerical information based on
the language of the page or view. The initial focus will be on amounts, but
future topics include dates and Roman numerals.
      - *More details: *Visit TPAC's HTML <amount> meeting page
      <https://www.w3.org/events/meetings/126c9a01-9cbb-47d2-a5c9-7cc17dde0b58/>,
which
has more background as well as links to Mozilla's initial write-up
      <https://github.com/mozilla/explainers/blob/main/amount.md> and to
      minutes <https://www.w3.org/2025/11/12-amount-element-minutes.html>
from the TPAC breakout session that was chaired by Eemeli Aro and Tantek
      Çelik.
      - *Action item: *Lisa and Julie will coordinate with the APA chairs
on how COGA can help, such as possibly gathering use cases.
      - *Action item: *Len will write up notes about other initiatives
discussed at TPAC that he thinks COGA should follow up on.
   - *COGA representation at TPAC meetings*
      - At today's task force meeting, the group discussed COGA's
      underrepresentation at this year's TPAC.
      - Rachael reminded the task force that funding is available to ensure
      diverse representation at TPAC meetings:
      https://www.w3.org/get-involved/tpac-inclusion-fund/

*AGWG will attend AccessU rather than CSun in 2026*

   - AG will meet at AccessU next year rather than CSUN.
   - AccessU <https://knowbility.org/programs/john-slatin-accessu-2026> is
   May 11th - May 14th. It's a hybrid meeting in Austin, TX.
      - If you are able to attend in person, you may want to submit a
proposal for a general session (AG will meet during the pre-conference
      workshops).
      - The call for proposals
      <https://knowbility.org/programs/john-slatin-accessu-2026/call-for-proposals>
closes
      on February 20th.
   - We'll discuss this more at a future COGA meeting.

*Whether/how to include exceptions in V2 of Making Content Usable*

   - The task force discussed whether to include exceptions in the patterns
that we're reformatting for the V2 version of Making Content Usable.
      - This issue came up as the guidance subgroup started discussing a
possible exception in the pattern about interactive elements
      (controls)

      - Lisa noted the original version had few or no exceptions.
      - Lisa also noted that we don't want V2 to look like a normative
document. The more normative it looks, the harder it will be to get
approved for publication by our parent groups.
      - Rachael noted that AG subgroups will be thinking about exceptions
for COGA-inspired requirements in WCAG 3.
   - In a straw poll, the task force decided to gather exceptions on a
   separate page.
      - We have not yet decided if the list of exceptions will be made
public or just shared with WCAG 3. Part of the answer may depend on the
expected publication date for V2 and WCAG 3.

*No subgroup meetings this Thursday*

   - Happy Thanksgiving to those who celebrate!
