Hey folks,
After quite a few discussions, escalating to AGWG, a survey, and more
discussions the ACT chairs and facilitators have decided to remove empty
heading examples from ACT rules. The groups remains divided about whether
empty headings are a failure of WCAG, and if they are, under which success
criteria this fits. While removing the examples is nobody's first choice,
it is the choice that best reflects the reality of this situation: the
group is divided on this topic. There is no consensus on whether empty
headings pass or fail WCAG.

We realize this is an unprecedented situation. In 10 years, ACT has never
before failed to reach consensus. I think this is a testament to the great
work that we've all been doing. I want to assure everyone this is a very
rare exception. It will not set a precedent. Your opinion matters. We
couldn't do this work without it. I want to thank you all for participating
in these discussions.
