Many thanks for you original PR containing some of the proposed changes in your ballot. I went ahead and tweaked it to align with our discussion on this thread and merged it https://github.com/httpwg/http-extensions/pull/3406. 

Then I noticed a few remaining items to tidy up and created https://github.com/httpwg/http-extensions/pull/3457. In the end, I took your suggestion for defining the terms in section 2 as well. In the interest of time I've merged that too so I can publish a new draft. If there is anything leftover, please don't hesitate to suggest it - we can incorporate minor things in the RFC edit phase.
