That is correct. You can't go from a versioned resource to an
unversioned resource without losing data (i.e. all the history).
You can of course COPY a revision of a versioned resource into
an unversioned collection, and thereby create an unversioned
resource.

It looks like the current spec allows an unversioned resource to become =
versioned, but not the reverse. Is that correct?
