Checkin releases a resource so someone else can change it. Just because you check in a collection doesn't mean you're ready to create a baseline, it just means your done changing that portion of the URL namespace. You may want to make many changes to the contents of these resources before creating a configuration. Creating a baseline should be a convenience method for creating a configuration that is rooted at a particular collection. </jra>
