Am I correct in assuming that the target selector URL is always resolved in
   the default workspace?

By target selector URL, Tim is referring to a workspace URL that
appears in a Target-Selector header.

Since a workspace is not a versionable resource, there is no need
for a workspace to resolve a workspace URL.

Note: For some reason, the statement that a workspace is not
a versionable resource was removed from the spec in version 1.4.
I will add this statement back into the current working version
(2.3) of the spec.

Cheers,
Geoff
