I believe the answer is yes.  For those clients that want to couple a
checkout with a lock, we allow them to issue a checkout and a checkin (or
uncheckout) to complete the action.

3.1 says "Clients can optionally request locks to be taken as part of the
CHECKOUT operation".  If so, does UNCHECKOUT release the lock?
