You're still inside the first <A>, so that's an error.

So the entire document from line 162 to line 1382 is inside <h2>.

That's not a good error message (other validators give you something
better for that).  But what it means is that any of those elements
is allowed in <h2>, and <h3> is allowed in any of those elements.
Note that "allowed" here doesn't mean that it makes sense.
