Device upload proposal finalized

The proposal, "Form-based Device Input and Upload in HTML", has 
been finalized:

The HTML working group is not currently supporting the proposed 
method of device upload, and Cisco is no longer supporting its 
further development.

Public comment about the proposal would be helpful.  Everyone who 
wants to see it included as, e.g., HTML 4.1, please reply saying so.
