Tautology.  Names are dereferenceable because Namespace names are dereferenceable and 
namespace names are names.

Try again, Tim.  You and Berners Lee are changing the rules to 
favor your definitions.  That means the onus is on you to justify 
that change.

When the time comes that URNs (or any other URI scheme) are 
easily dereferenced, they'll make good namespace names.   Right now,
