No, 'outline' is a seperate set of properties from 'border'.

   You usually see a dotted outline when a link or form control has 
focus, however, AFAIK, neither IE or Mozilla support the official 
'outline' properties, plus Mozilla uses -moz-outline, which must have 
some inconsistencies with the spec since it hasn't been renamed to 
'outline' yet.
