suggested revision: We need to add something about the fact that there is
no point in addressing issues on individual pages if the target activity
is not kept in mind. If there is still a key page on a critical activity
pathway that cannot be completed, then most of the effort in fixing
related pages is wasted. We don't seem to make this point strongly/clearly
enough
