Success Criteria are not commutative. 1.3.1 asks that the underlying semantics (or text) reflect the presentation. You can't turn this around to mean that the presentation must match the underlying semantics. There is no SC that deals with this aspect, so this doesn't fail WCAG. P -- Patrick H.
