I've not heard of that "belief". What I do know is that due to lack of 
broad, consistent support for other ways of representing them (with 
MathML support etc having historically been very poor), authors have 
been forced to *use* images to represent them.

So this gripe is less about "authors need to stop seeing formulae as 
images that have inherent 2-Dimensional meaning", but rather "authors 
should start to use other technologies, like MathML, SVG, etc, and make 
sure that they adapt to the available space".
