I would agree, focus highlights are essential for keyboard users and appreciated for users of other input methods.

I would like to add that in recent studies with our interactive simulations, users with low vision who used mouse and touch wanted an option to also see the bright focus highlight they saw when they used the keyboard. We created an option to turn on interactive highlights for mouse and touch which provide a bright pink highlight for hovers, clicks and taps - the same visual highlight we use for keyboard focus.
