Re: text in images

opinions do not matter.  the fact is that text in images does many
people no good especially if we are not loading images or cannot resize
the text.  the wai ig archives have extensive discussion on this.

when the text is graphical  rather than information
when CSS won't work
or when a text alternative is provided
