AG WG review of WCAG2ICT guidance for 4.1.1 Parsing for WCAG 2.0 and 2.1

Hi all,

In the AG WG meeting yesterday, Rachael asked for me to create a discussion or issue for addressing and further discussing concerns with the WCAG2ICT editor’s draft content for 4.1.1 Parsing for WCAG 2.0 and 2.1. Since the AG WG review issue #266<https://github.com/w3c/wcag2ict/issues/266> is still open, the discussion has been continuing in there.
