2.1 error - section 5.1.6

Looks like there's an error in the latest draft where a "Note" for the following sentence got turned into a new section (5.1.6) without a heading:

If a page cannot conform (for example, a conformance test page or an example page), it cannot be included in the scope of conformance or in a conformance claim.
