Does anyone know about a lid: URI scheme proposal?

Hi all,

I've just seen a proposal for a new URI scheme, 'lid', which is clearly intended 
for use with RDF in some way.

which references:

   https://data.is4.site/lid/structure <https://data.is4.site/lid/structure>
https://data.is4.site/lid/

It looks to me like yet another attempt at a persistent identifier scheme.  I 
was wondering if anyone here knows anything about it?
