ARQ works over remote services, too (rest or soap), so it will handle  
the responses and protocol for you.

Jena and Sesame are APIs over stores, although they do provide their  
own storage. For example there are jena graphs for Oracle's RDF store,  
Virtuoso and Mulgara (the first two are vendor supplied, I believe).

So although they are 'vendors' they are, to a great degree, vendor  
neutral.
