People with the skills are the right ones to approach for this.

Correct estimating can only come from familiarity and real knowledge of the
field. Even so there is always the tendency to underestimate the effort. It
is a funny thing. There is so much detail and no very good map of it, so you
forget when not engrossed. Perhaps your boss or manager knows better from
their own past (bitter?) experience though!

My situation is a bit different. I am trying to pursue ideas that I have
been thinking about for years as I have watched the field evolve.
I now find myself in a somewhat fortunate position. I am in a very big
company and in a small team that has to "prove" technology as the basis of
winning new business. This is good.
What is less good, but all a part of how this company works, is that while
early on there was a said to be much finding, this is not the case.
So I have to prove things basically myself in conjunction with a few other
colleagues.
We are looking at building one or more SOA prototypes to hone our skills and
educate sales.
On top of this I would like to place something like AutoFocus, but I need to
be able to get to grips with it myself. In fact I am on my own a bit as I am
known as the one interested in semantics, so no one else here really does.
Well I will see where I get to.

Maybe, down the road, it can be done on a much more professional basis
buying in the correct skills. I hope so. But it is only a hope at the
moment.
