Removing Issue 1 and Issue 2 from spec text

For subsequent editor's drafts and also our planned FPWD publication on Tuesday, I would like to remove the "ISSUE 1" and "ISSUE 2" from the spec text as they are now tracked in Bugzilla [3, 4] and none of the other open issues are currently documented in the spec itself. I will keep the text in the "Status of this Document" section that points to Bugzilla as the place where open issues are being tracked. [5] This ensures we have 1 and only 1 place where bugs are tracked, reducing potential for confusion.

Please respond by end of today (PST) if you have any concerns with this change for the FPWD.
