   RI - bcp47 does not give sufficient info on this. Remove last
   sentence.

   RI/FS: safer to use token than word

   would mean a lot of editing for them

   David: would help translatabiilty too

   Agreed: we suggest they drop the term 'word', or at least ask that
   they let users know word=token
