Some of the features envisioned are facilitated by browser functionality.  Two examples are hashes and multiple content types.  With regard to hashes, with an optional attribute on the anchor tag, of use when linking to static pages or resources, the browser could download the content and utilize the hash to validate the download.  With regard to a resource with multiple locations that differ with regard to content type, as per multipart MIME, a context menu's Save As option could open a window with combo box options pertaining to the file type to save a resource as.  Each resource indicated by an anchor tag can have multiple metadata elements and each can express a hash, a content type, a network protocol and a location.
