Pre-adoption work on HTTP/2bis

Everyone, 

At the October 2020 interim, there was broad interest in working on a revision of HTTP/2 to update the document and incorporate at least some of what we've learned and done since 2015. While there seemed to be general agreement that we would not add anything to the protocol, there were more varied positions about what the scope of the effort should be. 

With that in mind, we're soliciting input about what should be in -- and out of -- scope for HTTP/2 bis. Please raise and discuss issues on the HTTP2-spec repository:
  https://github.com/httpwg/http2-spec/issues

We're aiming to finalise a proposal for the scope of work by the first week in December; if we can do that, the next step would be to issue a formal Call for Adoption for a HTTP/2 revision with the agreed-upon scope.

Please try to keep issues distinct; i.e., one GitHub issue per topic (checking for duplicates first). While +1 and similar comments don't help much, reactions (e.g., the "thumbs up" and "thumbs down") can be used if you want to express support or lack thereof of an idea.

We'll also be summarising progress to the mailing list regularly, so that people who don't want to use GitHub can track and contribute to the effort.
