z-index property

Are items with z-index="0" is drawn in-front or behind those with z-index="1".

XSL-1.0 cites the CSS-2 spec, but I can't find clarification in CSS-2.

Also, is there an implied drawing order if 2 items with the same z-index
overlap? or may they be drawn in any order. (Many existing formatters do
this in differing orders, it may be hard to enforce, but might be useful to
suggest an ordering.)
